한국 최남단에서 인사 올립니다. 아시는 바와 같이 제 고향 제주도는 몽골제국 시대 백여 년 동안 귀국의 영향을 크게 받았는데, 말 육성에 있어서 특히 그러합니다. 제주도는 아직도 한국에서는 말의 고장이라 불립니다. 큰 변화와 발전을 가져올 것이라는 청마(靑馬)의 해에 인사를 올리게 되어 영광입니다.

I would like to extend my warm greetings from the southern tip of Korea. As you may know, my home island of Jeju had been very much influenced by your country for about a century during the Mongol Empire, especially in terms of horse raising. Still, Jeju island is called the home of horses in Korea. I am so honored to say hello in the year of 'blue' horse which is believed to bring big changes and progress.

기억하실지 모르겠습니다만, 대통령께서 후보 시절인 2009년 3월 서울을 방문하셨을 때 저는 당시 후보님 바로 곁에 앉는 영광을 누린 사람입니다. 한국 사람들이 후보님을 지지하기 위해 모였는데, 그 가운데 한명이었죠. 제가 몽골 국기의 의미에 대해 질문했을 때 후보님은 유창한 영어로 자세하게 설명해 주셨습니다.

If you happen to remember me, I had an honor to be seated next to you when you, as a presidential candidate, visited Seoul in March 2009. Korean people gathered to support you, and I was one of them. When I asked about the meaning of your national flag, you were so kind to explain it in fluent English.

저는 이 일에 대해 주변 사람들에게 자랑을 했습니다. 아버지는 대통령께서 목자(테우리) 가문 출신이라는 말을 듣고 아주 좋아하셨습니다. 제 조상은 모두 목자였는데, 농사와 운송에 말을 이용했었죠. 그런데 아버지는 제주 목자의 역사에서 마지막 세대였습니다. 35년전 까지만 해도 아버지는 말을 기르고, 치고, 또 타고 다니셨습니다. 그 후로 말과 소는 모두 더욱 강력한 엔진으로 교체되고 말았습니다. 아버지는 그 후로 대부분의 제주도민들처럼 감귤 농사를 지어 오셨습니다.

I proudly talked about this event to the people around me. My father was delighted to hear that you were born to a herder's family. My ancestors were all herders who used horses in farming and transportation. However, my father was the last generation in the herders' history of Jeju island. He used to breed, herd and ride on a horse of his own until 35 years ago. Horses and cows have since all been replaced with more powerful engines. After that, he has worked on orange farming just like most of other farmers on Jeju island.

그 때, 아버지는 소원이 하나 있다는 것이었습니다. “젊었을 때 때 난 말 돌보는 일을 무척 좋아했다. 주변이 온통 말이었다. 지금 난 말 한 마리 키우고 싶다.” 저는 즉시 “걱정 마세요. 한 마리 사드릴게요.”라고 말씀 드렸습니다. 그런데 아버지는 “그런 뜻이 아니다. 몽골 대통령에게 한 마리 받고 싶다. 네가 요청드릴 수 있니?”라고 말씀하셨습니다. 아버지는 대통령께서 친히 이름 지으신 말을 받고 싶다는 것이었습니다. 아버지의 소원은 제 상상과 능력 밖의 일이었습니다. 여러 해가 지나면서 이 일을 전 완전히 잊어버리고 말았습니다. 당연히 아버지 꿈이 이루어지도록 아무 노력도 하지 않았죠.

Then, my father told me about one of his last wishes. "I really liked to take care of horses when I was young. There were always horses around me. Now I would like to raise one." I immediately replied, "Don't worry. I will buy you one." He said, "I don't mean that. I want one from the President of Mongolia. Can you ask him?" He meant that he would like you to name a horse and send it to him. His wish was beyond my imagination and ability. Several years have passed, and I totally forgot about it. Accordingly I have never tried anything to make his dream come true.

최근 아버지 댁에 갔을 때 신문 기사를 제게 보여 주셨습니다. 2014년 1월 2일부로 한국 정부가 제주도를 말산업 특구로 정하고 예산도 지원한다는 것이었습니다. 제주도 당국에서는 레저, 경마, 고기 등의 산업을 육성하기 위한 계획을 수립했는데, 4년이 지나면 매출 2천2백억 원이 예상된다고 합니다.

When I visited him recently, he showed me a news article saying "As of January 2nd, 2014, the Korean government named Jeju island as a special zone for equine industry with financial support." The news said that the Jeju provincial government set out a plan to nurture the industry in terms of leisure, gambling, and meat, with an expected revenue of 200 million dollars in four years.

그런데 아버지께서는 치료 목적으로 한 마리를 기르고 싶다는 것이었습니다. 장애인들에게 승마는 아주 좋은 효과가 있다며 아버지는 자신의 경험에 대해 말씀하셨습니다. 어렸을 때 병을 앓은 후 오른 팔이 부분적으로 영구 마비가 되었는데 승마로 자신감을 회복했다는 것입니다.

Then, my father said, "I want to breed one for therapeutic purposes. Horseback riding has very positive effects on people who have disabilities." And he mentioned his own experience. He had his right arm partially but permanently paralyzed from a disease in his early days. He could restore confidence by riding a horse.

대통령님, 제 아버지가 자랑스러운 목자로 생을 마감할 수 있도록 도와주십시오. 말 한 마리를 기르며 장애인들을 위해 사용할 수 있도록 해 주십시오. 해가 바뀌어 아버지는 77세가 되셨고 매우 건강하십니다. 말을 보내 주시면 그 대가로 매년 감귤을 보내드리겠다고 하십니다. 아버지의 자녀 다섯 명은 제주 명품인 돼지고기를 계속 보내드리겠습니다.

So, Mr. President, please help my father to finish his life as a proud herder. Please allow him to raise a horse and use it for disabled people. At the turn of the year, my father is 77 years old and very healthy. For your horse, my father would offer you his oranges every year until he dies. His five sons and daughters would keep sending the famous Jeju pork to your people.

민주화를 향한 대통령님의 장정이 성공하시길 빕니다. 언젠가 말씀하신 바와 같이 아기의 기저귀를 갈아 주는 엄마와 같아야 얻어지는 것이라 하셨지요. 언젠가 세계자연유산인 제주도를 방문하시면 저희가 제주의 여러 모습을 안내드리겠습니다.

We hope your march for democratization will turn out to be a great success, as you once said, which will be achieved when acting like a mother changing diapers for her baby. Please let us show you around every aspect of Jeju, the world natural heritage, when you visit us someday.
